Abstract

Abstrak Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Subang memiliki tanggung jawab dalam pengelolaan perizinan berusaha berbasis resiko (OSS-RBA) baik itu bersifat pribadi atau organisasi. Data menunjukkan bahwa terjadi permasalahan yang signifikan dilihat dari masih benyaknya pengusaha yang ada di Kabupaten Subang belum memiliki Nomor Induk Berusaha (NIB) dalam perizinan berbasis resiko (OSS-RBA), hal ini terjadi dikarenakan kurangnya sosialisasi dari pihak Dinas mengenai perizinan berbasis resiko (OSS-RBA) ini. Penelitian yang dilakukan bersifat deskriptif yaitu untuk mendapatkan data yang objektif dalam rangka mengetahui dan memahami Implementasi Kebijakan Pemerintah Terkait Perizinan Berusaha Berbasis Resiko (OSS-RBA) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Subang. Adapun informan adalah Kepala DPMPTSP, Kepala Bidang Perizinan dan Non Perizinan dan masyarakat. Berdasarkan penelitian diketahui bahwa Implementasi Kebijakan Pemerintah Terkait Perizinan Berusaha Berbasis Resiko (OSS-RBA) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Subang belum optimal hal ini dikarenakan factor yang mempengaruhi Implementasi Kebijakan menurut Van Meter dan Van Horn dalam Winarno (2016:142-149) mengenai Standar/Ukuran dan Sasaran Kebijakan, Sumber Daya, Komunikasi Antar Badan Pelaksana, Karakteristik Badan Pelaksana, Lingkungan Ekonomi, Sosial dan Politik, dan Kecenderungan Pelaksana belum sepenuhnya optimal dijalankan. Kata kunci: Implementasi Kebijakan, DPMPTSP, OSS-RBA Abstract The Subang Regency Investment and One-Stop Integrated Service Agency (DPMPTSP) has responsibility in managing risk-based business licensing (OSS-RBA) whether it is personal or organizational. Data shows that there is a significant problem judging from the fact that entrepreneurs in Subang Regency do not have a Business Identification Number (NIB) in risk-based licensing (OSS-RBA), this happens due to the lack of socialization from the Dinas regarding risk-based licensing (OSS-RBA) The research conducted is descriptive, namely to obtain objective data in order to know and understand the Implementation of Government Policies Related to Risk-Based Business Licensing (OSS-RBA) at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Subang Regency. The informants are the Head of DPMPTSP, the Head of Licensing and Non-Licensing and the community. Based on research, it is known that the Implementation of Government Policies Related to Risk-Based Business Licensing (OSS-RBA) in the Subang Regency Investment and One-Stop Integrated Services Service (DPMPTSP) has not been optimal, this is due to factors affecting Policy Implementation according to Van Meter and Van Horn in Winarno (2016: 142-149) regarding Policy Standards / Sizes and Targets, Resources, Communication Between Implementing Agencies, Characteristics of the Implementing Agency, Economic, Social and Political Environment, and Implementing Tendencies have not been fully implemented Keywords: Policy Implementation, DPMPTSP, OSS-RBA

Abstract

Abstrak Penulisan ini bertujuan untuk mengetahui peran Struktur Organisasi Balai Latihan Kerja di Kabupaten Subang dalam melaksanakan pelayanan pelatihan kerja. Bahwa Struktur Organisasi Balai Latihan Kerja di Kabupaten Subang dinilai cukup optimal setelah dilakukan analisa hasil wawancara. Namun masyarakat berharap terjadi peningkatan pelayanan terutama dibidang sarana dan prasarana Balai latihan Kerja di Kabupaten Subang serta meningkatkan kualitas instruktur melalui sertifikasi keahlian. Menurut Permenaker No.21 tahun 2015 pasal 2 berbunyi Unit Pelaksana Teknis Bidang Pelatihan Kerja mempunyai tugas melaksanakan pengembangan pelatihan dan pemberdayaan bagi tenaga kerja, dan/atau instruktur dan/atau tenaga pelatihan. Peneliti menggunakan teori Struktur Organisasi yang dikemukakan oleh Stephen P Robbins (2008) yang menyatakan dimensi Spesialisasi Kerja, Depantermentalisasi, Rantai Komando, Rentang Kendali, Sentralisasi, Formalisasi, dan Kompleksitas. Kata kunci: Struktur Organisasi, Pelatihan Kerja, Subang Abstract This paper aims to determine the role of the Organizational Structure of the Job Training Center in Subang Regency in carrying out job training services. That the Organizational Structure of the Job Training Center in Subang Regency is considered quite optimal after analyzing the interview results. However, the community hopes that there will be an increase in services, especially in the field of facilities and infrastructure of the Job Training Center in Subang Regency and improve the quality of instructors through skill certification. According to Permenaker No.21 of 2015 article 2 reads that the Technical Implementation Unit for Job Training has the task of carrying out training development and empowerment for workers, and/or instructors and/or training personnel. Researchers use the theory of Organizational Structure proposed by Stephen P Robbins (2008) which states the dimensions of Work Specialization, Depantermentalization, Chain of Command, Range of Control, Centralization, Formalization, and Complexity. Abstract

Abstrak Tujuan penulis melakukan penelitian ini adalah untuk mengetahui Kinerja Dinas Pekerjaan Umum Dan Penataan Ruang Dalam Pengelolaan Sumber Daya Air Di Kabupaten Subang. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan bagaimana Kinerja Dinas Pekerjaan Umum Dan Penataan Ruang Dalam Pengelolaan Sumber Daya Air Di Kabupaten Subang sesui dengan teori Agus Dwiyanto (2012:50-51) berkaitan dengan pengukuran kinerja organisasi terdiri dari 5 indikator yaitu produktivitas, kualitas, layanan, responsivitas dan akunbilitas Dalam penelitian ini menggunakan penelitian pendekatan kualitatif yang bersifat deskriptif, karena penelitian ini bertujuan untuk memperoleh gambaran yang diteliti digunakan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah dan observasi, wawancara, studi kepustakaan, dan dokumentasi. Tidak ada pilihan lain daripada menjadikan peneliti sendiri sebagai instrumen penelitian utama. Sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan peraturan dan pengolahan data. Hasil penelitian menunjukan bahwa Kinerja Dinas Pekerjaan Umum Dan Penataan Ruang Dalam Pengelolaan Sumber Daya Air Di Kabupaten Subang sesui dengan teori Agus Dwiyanto (2012:50-51) Yaitu Produktivitas, bahwa bahwa rencana dan realisasi yang menjadi capaian kinerja sudah cukup berhasil. Disisi lain masih perlu upaya – upaya akselerasi yang sesuai dengan permasalahan public yang dihadapi baik yang mencakup unsur social, ekonomi, teknis maupun unsur kelembagaan seperti permasalahan yang mencakup tempat penampungan air irigasi atau tidak berfungsi optimal sebagai sumber air setempat dengan tingkat cakupan layanan irigasi. Responsivitas, bahwa sudah diperhatikan dalam kinerja Dinas Kerjaan Umum dan PUPR Kabupaten Subang. Walaupun masih dihadapkan pada kendala dan tantangan yang komplek dan dinamis untuk merealisasikan kehendak masyarakat. Akuntabilitas, bahwa kinerja Dinas PUPR Kabupaten Subang cukup memperhatikan indikator akuntabilitas teteapi upaya meningkatkannya lagi dimasa yang akan datang. Kata kunci: Kinerja, Organisasi, Pengelolaan Sumber Daya Air. Subang Abstract The purpose of the author conducting this study was to determine the Performance of the Public Works and Spatial Planning Office in Water Resources Management in Subang Regency. This research and writing discusses matters related to how the Performance of the Public Works and Spatial Planning Office in Water Resources Management in Subang Regency is in line with the theory of Agus Dwiyanto (2012: 50-51) related to measuring organizational performance consisting of 5 indicators, namely productivity, quality, service, responsiveness and accountability. In this study, it uses a descriptive qualitative approach research, because this study aims to obtain the picture studied used to reveal problems in the working life of government organizations and observations, interviews, literature studies, and documentation. There is no other option than to make the researcher himself the main research instrument. Data sources are obtained from informants through direct observation and interviews and documents are obtained in the form of regulatory regulations and data processing. The results showed that the performance of the Public Works and Spatial Planning Office in Water Resources Management in Subang Regency was in line with Agus Dwiyanto's theory (2012: 50-51), namely Productivity, that the plans and realizations that became performance achievements were quite successful. On the other hand, efforts are still needed to accelerate in accordance with the public problems faced both which include social, economic, technical and institutional elements such as problems that include irrigation water reservoirs or do not function optimally as a local water source with a level of coverage of irrigation services. Responsiveness, that has been considered in the performance of the General Work Office and PUPR of Subang Regency. Although still faced with complex and dynamic obstacles and challenges to realize the will of the community. Accountability, that the performance of the Subang Regency PUPR Office is quite concerned about accountability indicators and efforts to improve it again in the future. Abstract

Abstrak Penelitian ini membahas mengenai Pembinaan dan Perlindungan ketenagakerjaan di Kabupaten Subang. Bidang Pembinaan dan Perlindungan Tenaga kerja pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang memiliki tanggung jawab dalam pembinaan kerja para serikat kerja melalui peningkatkan komunikasi maupun mediasi dengan Perusahaan. Maraknya permasalahan upah tenaga kerja yang tidak sesuai dan perlakuan perusahaan terhadap para pegawai yang tidak sesuai membuat Dinas Ketenagakerjaan khusunya Bidang Pembinaan dan Perlindungan Tenaga kerja mengambil alih peranan sebagai katalisator komunikasi Antara perusahaan dan para pegawai yang menyampaikan aspirasi dan keluhan mengenai permasalahan ketenagakerjaan. Hasil Penelitian yang didapat bahwa Kinerja Bidang Pembinaan dan Perlindungan Tenaga kerja pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang dinilai belum optimal dikarenakan dimensi akuntanbilitas dan dimensi responsivitas belum optimal dalam pelaksanaan tugas dan tanggungjawabnya, namun dalam dimensi kualitas pelayanan peran para pegawai sudah optimal dalam pemberian layanan, selanjutnya dalam dimensi produktivitas telah optimal hal ini terlihat dari sikap pegawai, kemampuan pegawai dan semangat pegawai yang tinggi serta dalam dimensi responsibilitas dapat dilihat dari pelaksanaan kegiatan organisasi sudah sesuai dengan prosedur dan mekanisme yang ditetapkan. Kata kunci: Kinerja, Perlindungan, Tenaga Kerja Abstract This research discusses the Development and Protection of Manpower in Subang Regency. The Field of Manpower Development and Protection at the Manpower and Transmigration Office of Subang Regency has the responsibility of fostering the work of the unions through improving communication and mediation with the Company. The rampant problem of inappropriate labor wages and the company's treatment of inappropriate employees made the Manpower Office, especially the Field of Labor Development and Protection, take over the role of a catalyst for communication Between companies and employees who expressed aspirations and complaints about labor problems. The results of the research obtained that the Performance of the Field of Manpower Development and Protection at the Manpower and Transmigration Office of Subang Regency is considered not optimal because the dimensions of accountability and the dimension of responsiveness have not been optimal in the implementation of their duties and responsibilities, but in the dimension of service quality the role of employees is optimal in providing services, then in the dimension of productivity has been optimal this can be seen from the attitude of employees, The ability of employees and high employee enthusiasm and in the dimension of responsibility can be seen from the implementation of organizational activities in accordance with established procedures and mechanisms. Abstract

Abstrak Peneliti tertarik untuk meneliti mengenai implementasi kebijakan Gerakan Nasional Percepatan Perbaikan Gizi di Kabupaten Subang, disebabkan karena implementasi kebijakan perbaikan gizi di Kabupaten Subang belum optimal. Tujuan penelitian ini adalah untuk mengetahui mengapa implementasi kebijakan Gerakan Nasional Percepatan Perbaikan Gizi di Kabupaten Subang belum optimal, dan faktor-faktor apa saja yang mempengaruhinya. Berdasarkan permasalahan dalam latar belakang maka peneliti akan menggunakan pendekatan implementasi kebijakan yang dikemukakan oleh Van Metter dan Van Horn. Model pendekatan implementasi ini dipandang tepat dengan permasalahan penelitian karena faktor penentu berhasil atau tidaknya suatu implementasi kebijakan dalam penelitian ini dipengaruhi oleh: standar dan sasaran kebijakan, sumberdaya, komunikasi antar organisasi, karakteristik agen pelaksana, kondisi ekonomi, sosial dan politik, dan sikap para pelaksana. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, melalui observasi, wawancara, dokumentasi dan triangulasi. Sumber data diperoleh dari informan kunci yaitu Kepala Seksi Kesehatan Keluarga dan Gizi Dinas Kesehatan Kabupaten Subang, informan utama yaitu seksi bidang gizi di Puskesmas, kader Posyandu dan masyarakat. Hasil dari penelitian ini mengahasilkan kesimpulan bahwa belum optimalnya implementasi kebijakan Gerakan Nasional Percepatan Perbaikan Gizi di Kabupaten Subang ditentukan oleh Dimensi standar dan sasaran kebijakan, sumberdaya, komunikasi antar organisasi, karakteristik agen pelaksana, kondisi ekonomi, sosial dan politik, dan sikap para pelaksana. Kata Kunci: Implementasi Kebijakan, Gizi, Subang Abstract Researchers are interested in researching the implementation of the National Movement for the Acceleration of Nutrition Improvement in Subang Regency, because the implementation of nutrition improvement policies in Subang Regency has not been optimal. The purpose of this study was to determine why the implementation of the National Movement for the Acceleration of Nutrition Improvement in Subang District was not optimal, and what factors influence it. Based on the problems in the background, the researcher will use the policy implementation approach proposed by Van Metter and Van Horn. This implementation approach model is considered appropriate with the research problem because the determining factors for the success or failure of a policy implementation in this study are influenced by: standard and objective, resources, characteristic of the implementation agencies, quality of inter organizational relationships, disposition of response on the implementers, The economic, social and political environment. This research uses descriptive qualitative research methods, through observation, interviews, documentation and triangulation. Sources of data were obtained from key informants namely the Head of the Nutrition and Public Health Division of the Subang District Health Office, the nutrition section at the Puskesmas, Posyandu cadres and the community. The results of this study lead to the conclusion that the implementation of the National Movement for the Acceleration of Nutrition Improvement in Subang Regency is not optimal yet determined by factors of Policy standard and objective, resources, characteristic of the implementation agencies, quality of inter organizational relationships, disposition of response on the implementers, The economic, social and political environment.
